Before,
advertisers were able to buy an impression (for a static image or a
video), but without being sure that the ad would be completly "seen" by
the user in the newsfeed. For example if the user scroll the newsfeed
and stop when only half of the ad as been discovered.
Now, facebook
enable advertisers to pay only for ads that have been 100% in-view,
which mean that the ad has been entirely displayed to the user.
It does
not mean that the ad has been "viewed" by the user (especially for a
video), it means that it has been entirely displayed to the user.
